1. Policy

  • A policy is a broad framework or guideline that outlines the government’s vision and approach to addressing a particular issue.
  • It sets long-term goals and provides direction for decision-making at various levels.
  • Policies do not have direct financial allocations; instead, they guide the formulation of programs and schemes.
  • Example:
    • National Education Policy (NEP) 2020 – Defines the vision for education reforms.
    • National Health Policy 2017 – Outlines the framework for healthcare improvement in India.

2. Program

  • A program is a structured set of activities designed to implement a policy.
  • It typically involves multiple schemes and projects under a common goal.
  • Programs have specific objectives, timelines, and resources allocated for implementation.
  • Example:
    • Digital India Program – An umbrella initiative covering various schemes like BharatNet and Common Service Centres.
    • Skill India Program – Includes schemes like PMKVY (Pradhan Mantri Kaushal Vikas Yojana).

3. Scheme

  • A scheme is a specific initiative or plan launched to achieve particular objectives within a policy or program.
  • It has a defined budget, target beneficiaries, and implementation mechanism.
  • Schemes can be centrally sponsored (jointly funded by the Centre and States) or central sector (fully funded by the Centre).
  • Example:
    • Pradhan Mantri Jan Dhan Yojana (PMJDY) – A financial inclusion scheme under the broader Financial Inclusion Program.
    • Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) – Provides rural employment as part of social security measures.
