NIPCCD - National Institute of Public Cooperation and Child Development

National Institute of Public Cooperation and Child Development (NIPCCD)has now been renamed as Savitribai Phule National Institute of Women and Child Development

The National Institute of Public Cooperation and Child Development (NIPCCD) is an autonomous institution under the Ministry of Women and Child Development, Government of India. It plays a crucial role in promoting voluntary action, training, and research in areas related to women’s empowerment and child development.

Origin and Evolution

  • Founded on 28 February 1966 as the Central Institute of Research and Training in Public Cooperation.
  • Renamed as NIPCCD in 1975, following the adoption of the National Policy for Children.

Governance and Structure

NIPCCD is registered under the Societies Registration Act and functions autonomously under the Ministry of Women and Child Development.

  • The General Body was recently restructured from 94 to 22 members.
  • The Executive Council was trimmed from 21 to 13 members for operational efficiency.

Regional Presence

The institute is headquartered in New Delhi and operates regional centres across India:

  • Guwahati (1978)
  • Bengaluru (1980)
  • Lucknow (1982)
  • Indore (2001)
  • Mohali (2019)
  • Upcoming: Ranchi Centre to cover eastern states

Core Functions

1. Training and Capacity Building

It is the apex body for training ICDS functionaries including Anganwadi workers, supervisors, and state-level officers. In 2022–23, it conducted 370 training programs, reaching over 28,000 participants.

2. Research and Evaluation

NIPCCD undertakes field-based studies, pilot projects, and impact evaluations related to early childhood development, nutrition, social protection, and behavioral change.

3. Policy and Documentation

It develops curricula, manuals, and training modules; offers consultancy to NGOs, state governments, and international bodies; and supports flagship schemes like Mission Poshan 2.0, Mission Shakti, and Mission Vatsalya.

4. Advocacy and Awareness

Organizes campaigns and consultations on issues like child marriage, trafficking, mental health, early childhood education, and Swachh Bharat initiatives.

5. Advanced Diploma Courses

Offers specialized diploma programs in Child Guidance and Counselling, with focus on frontline mental health support.

Recent Developments

  • Renaming: In July 2025, NIPCCD was renamed as the Savitribai Phule National Institute of Women and Child Development to honour the pioneering social reformer and educator.
  • New Regional Centre: A new centre in Ranchi is being established to strengthen outreach in Jharkhand, Bihar, Odisha, and West Bengal.
  • Governance Reform: The trimmed governing bodies aim to enhance agility and administrative efficiency.

Significance

NIPCCD acts as the training and research backbone for major social sector schemes in India.
