Keshav Kumar Pathak was born on 15 January 1968 in Ballia district in Uttar Pradesh. His father’s name is Major GS Pathak. His father, Major GS Pathak was also a civil servant and was posted in Bihar Government. Major GS Pathak served as Principal Secretary in the Minor Water Resources Department of Bihar.

Keshav Kumar Pathak was a sincere child. He completed his graduation in B.A. (Economics) and then pursued an M.Phil. in Economics. As his father was also a civil servant, Keshav Kumar Pathak dreamt of being an IAS officer and started to prepare for the Civil Services Exam. He successfully cleared the UPSC Civil Services Exam and joined the IAS in 1990 in the Bihar cadre.

- Aggressive behaviour towards a journalist: In 1990, it was reported that when Pathak serving as the deputy commissioner of Giridh, he beat up a journalist for filing a wrong report.
- Fine imposed by High Court: In 2018, the Patna High Court imposed a fine of Rs. 1.75 lakh on KK Pathak for being accused of arbitrariness by branch managers of SBI bank.
